Glossary of procedure
  • Convalidación o derogación de Reales Decretos-leyes (ratification or repeal of royal decree-laws): Congress decides whether a government decree-law stays in force (ratification) or is repealed (art. 86 of the Constitution). When the Cortes are dissolved, the Standing Committee decides (art. 78).
  • Toma en consideración de Proposiciones de Ley (consideration of members’ bills): the plenary decides whether a bill put forward by parliamentary groups starts its passage (art. 126 of the Rules of Procedure of the Congress).
  • Proposiciones no de Ley (non-binding motions): proposals without the force of law through which the Chamber takes a position or calls on the Government to act (arts. 193 to 195 of the Rules of Procedure of the Congress).
  • Votación por llamamiento (roll-call vote): each deputy states their vote aloud (for example, in investiture votes). Each deputy’s vote in these ballots does not appear in the open data, or appears later.
